I don't think the person who made this video chose a very good criteria for what makes a state "good" for stoners. For instance, New York may have technical decriminalization, but marijuana arrests for minor possession have exploded since Giuliani took office.
I think medical laws mean a whole lot more than these possession decriminalizations. It's hard to argue that places like Ohio and Nebraska are more stoner-friendly than California.
