'GRAND RAPIDS -- City caregivers won't be able to apply for licenses to dispense medical marijuana from their homes until summer.The City Commission on Tuesday reluctantly extended a moratorium on the issuance of licenses to home-based operations by two months. The six-month moratorium, set to expire May 15, now will end July 15 because licensing regulations aren't ready.'
