If you would have asked me before seeing this my guess would be that they would be at least top 3, if not number 1. That actually shouldn’t come as too much of a surprise though because the Netherlands have one of the lowest smoking populations in the world despite the fact that everyone’s favorite smoking city (Amsterdam) is there.'
